Rubio, Cruz Introduce Bill to Reimpose Terrorism Sanctions on the FARC
On November 30, 2021 the Biden Administration removed the Revolutionary Forces of Colombia (FARC) as a Foreign Terrorist Organization (FTO). U.S. Senator Marco Rubio (R-FL) criticized the decision, calling it “a step backwards for the stability and security of Colombia.”
In response, Rubio and Senator Ted Cruz (R-TX) introduced a bill to reimpose terrorism sanctions on the FARC and re-designate the guerilla group as a Foreign Terrorist Organization and a Specially Designated Global Terrorist. The bill would also impose terrorism sanctions on seven individuals affiliated with the group. Five of these individuals were recently summoned by the Special Jurisdiction for Peace for their involvement in the trafficking and forced recruitment of children.
The seven individuals are:
- José Benito Cabrera Cuevas (Alias Fabián Ramírez)
- Erasmo Traslavina Benavides (Alias Jimmy Guerrero)
- Emiro Ropero (Alias Rubén Zamora)
- Guillermo Enrique Torres Cueter (Alias Julián Conrado)
- Rodrigo Granda (Alias Gallopinto)
- Piedad Córdoba
- Sandra Ramírez Lobo Silva (Alias Griselda Lobo)
“For decades, the Colombian people have been innocent targets of the FARC’s terrorist attacks. The Biden Administration’s decision to delist this guerilla group as a Foreign Terrorist organization, not only failed the Colombian-American community but also set back our region’s security. This bill will also ensure the State Department submits a report on seven individuals’ ties to the FARC, including Sandra Ramirez Lobo Silva and Piedad Córdoba. Since Córdoba’s ties to the FARC are well known, she can expect to be subject to U.S. sanctions if it is enacted.” — Senator Rubio

El 30 de noviembre del 2021, la Administración Biden sacó a las Fuerzas Revolucionarias de Colombia (FARC) de la lista de Organizaciones Terroristas Extranjeras (FTO, por sus siglas en inglés). El senador estadounidense Marco Rubio (R-FL) criticó la decisión calificándola como “un retroceso para la estabilidad y seguridad de Colombia”.
En respuesta, Rubio y el senador estadounidense Ted Cruz (R-TX) presentaron un proyecto de ley para volver a imponer sanciones por terrorismo a las FARC y volver a designar al grupo guerrillero como una Organización Terrorista Extranjera y como un Terroristas Globales Especialmente Designados. La legislación también impondría sanciones por terrorismo a siete personas afiliadas al grupo. Cinco de estos individuos fueron citados recientemente por la Jurisdicción Especial para la Paz (JEP) por su participación en el tráfico y reclutamiento forzado de niños.

“Por décadas, el pueblo colombiano ha sido el blanco de los ataques terroristas de las FARC. Con la decisión de la Administración Biden de eliminar a este grupo guerrillero como una Organización Terrorista Extranjera, no solo le fallaron a la comunidad colombo-americana, sino que también dieron un paso en retroceso para la seguridad de nuestra región. Esta legislación también garantizará que el Departamento de Estado presente un informe sobre los vínculos de siete personas con las FARC, incluyendo a Sandra Ramírez Lobo Silva y Piedad Córdoba. Dado que los vínculos de Córdoba con las FARC son bien conocidos, puede esperar que esté sujeta a sanciones estadounidenses si se promulga esta legislación”. — senador Rubio
