“We have a public health emergency that could explode in our face. The House and the Senate in a Conference Committee Report just authorized $1.1 billion. It didn’t have the stuff for Puerto Rico in there. It’s nowhere near where I wanted it to be, it is by [no means] perfect. I wanted $1.9 [billion], I wanted it to include Puerto Rico, it has none of that in there.
“And yet, I am going to support it because we have to do something. I know it’s less than perfect, I know it’s less than ideal, but we have to get the money flowing. It’s probably already too late in some cases. Every day that goes by is a day too late.
“We should have dealt with this three months ago. It has taken so long, it makes no sense to me. But Congress is going to recess July 15th, and we can’t go home without something in the pipeline. So I am going to support it even though I don’t like it, it doesn’t go far enough, and it’s not perfect. Compromise.”
