English/Español: Rubio, Risch Introduce Legislation to Strengthen U.S. Policy Toward Venezuela
In response to the Biden Administration’s policy of concessions to the criminal Maduro narco-regime, U.S. Senators Marco Rubio (R-FL) and Jim Risch (R-ID) introduced the Venezuelan Democracy Act. The bill would require the President to certify that Venezuela has made tangible steps toward re-establishing democracy and the rule of law before lifting U.S. sanctions on the Maduro narco-regime.
- “Following a series of concessions from the Biden Administration to the criminal narco-regime in Venezuela, we must reaffirm our commitment to prioritize a designated date for free and fair presidential elections for a democratic transition of power and the full respect for human rights of the Venezuelan people. We must understand that Venezuela is in the hands of a murderous thug and an irregular militia involved in transnational crimes.” — Senator Rubio
- “The Venezuelan people have suffered for too long under Nicolás Maduro and his oppressive, socialist regime. As I’ve said before, any change in U.S. policy toward Venezuela must be contingent on a transfer of power from the Maduro regime to a democratically elected government. As such, my legislation would condition the removal of U.S. sanctions on the Maduro regime on a standards-based transition to democratic order in Venezuela. I look forward to advancing these efforts in the coming weeks and months.” — Senator Risch
Background. The Venezuelan Democracy Act:
- Vigorously opposes violations of internationally recognized human rights in Venezuela and maintains current sanctions on Venezuela until there is a transition to democracy;
- Requires the United States to block membership of any non-democratic government of Venezuela at the Organization of American States (OAS), Inter-American Development Bank (IDB) and International Monetary Fund (IMF);
- Reaffirms that U.S. humanitarian aid to Venezuela shall not be restricted, except if there is a risk such aid could be used to torture or in activities related to illicit narcotics and mining;
- Blocks U.S. foreign assistance to any country providing assistance, including financial assistance (except humanitarian aid), to the Maduro regime or any non-democratic successor;
- Requests an assessment on whether the Maduro regime fits the criteria to be designated a Foreign Terrorist Organization or a Specially Designated Global Terrorist; and
- Establishes U.S. policy toward a transition government and a democratic government in Venezuela, including support for self-determination, the provision of technical assistance, the inclusion of Venezuela in international organizations, and beneficial trade relations.

En respuesta a la política de concesiones de la Administración Biden al narco-régimen criminal de Maduro, los senadores estadounidenses Marco Rubio (R-FL) y Jim Risch (R-ID) presentaron la Ley de Democracia Venezolana. El proyecto de ley requeriría que el presidente de EE.UU. certifique que Venezuela ha dado pasos tangibles hacia el restablecimiento de la democracia y el estado de derecho antes de levantar las sanciones de Estados Unidos hacia el narco-régimen de Maduro.
- “Tras una serie de concesiones por parte de la Administración Biden al narco-régimen criminal en Venezuela, debemos reafirmar nuestro compromiso de priorizar una fecha para elecciones presidenciales libres y justas para una transición democrática del poder y el respeto a los DDHH del pueblo venezolano. Contexto. La Ley de la Democracia Venezolana:
- Se opone enérgicamente a las violaciones de los DDHH en Venezuela, reconocidos a nivel internacional, y mantiene las sanciones vigentes a Venezuela hasta que haya una transición a la democracia;
- Requiere que EE.UU. bloquee la membresía de cualquier gobierno no democrático de Venezuela en la Organización de Estados Americanos (OEA, por sus sigla en español), el Banco Interamericano de Desarrollo (BID, por sus sigla en español) y el Fondo Momentáneo Internacional (FMI, por sus sigla en español);
- Reafirma que la ayuda humanitaria de EE.UU. a Venezuela no se restringirá, excepto si existe el riesgo que dicha ayuda pueda ser utilizada para torturar a individuos o para actividades relacionadas con narcotráfico y minería ilegal;
- Bloquea la asistencia exterior de EE.UU. a cualquier país que brinde asistencia, incluyendo la asistencia financiera (excepto la ayuda humanitaria), al régimen de Maduro o cualquier sucesor no democrático;
- Solicita una evaluación sobre si el régimen de Maduro cumple con los criterios para ser designado como una Organización Terrorista Extranjera (FTO, por sus sigla en inglés) o como un Terrorista Global Especialmente Designado; y
- Establece la política de EE.UU. hacia un gobierno de transición y un gobierno democrático en Venezuela, incluyendo el apoyo a la autodeterminación, provisiones de asistencia técnica, la inclusión de Venezuela en organizaciones internacionales y relaciones comerciales beneficiosas.
