English/ Español: Rubio Reintroduces Bill to Reignite Puerto Rico’s Pharmaceutical Industry
Washington, D.C. — U.S. Senator Marco Rubio (R-FL) reintroduced the Medical Manufacturing, Economic Development, and Sustainability (MMEDS) Act, which would encourage companies currently producing medical devices and pharmaceuticals abroad to relocate to the U.S. The bill would enact a tax credit applicable to federal income tax liability for wages and eligible pharmaceutical manufacturing facilities, including enhanced benefits for re-patriated facilities, in economically distressed zones, including Puerto Rico.
Last year, Rubio introduced bipartisan legislation to combat America’s supply chain risk and dependence on China for pharmaceuticals that builds off the plan he released in February 2020. In 2019, Rubio issued a report detailing critical vulnerabilities in America’s medical supply chain, warning, “the U.S. runs the risk of losing important components of its medical supply chain to China’s government-backed industry.” Rubio warned in Modern Healthcare that when it comes to the threat China poses to America’s healthcare industry, we cannot afford to be complacent.
Representative Jenniffer González-Colón (R-PR) joined Senator Rubio to reintroduce companion legislation in the House of Representatives.
Rubio is a member of the Senate Committee on Foreign Relations.
“Our nation has learned the hard way of what it means to be beholden to China’s manufacturing capacity, especially in our medical industry,” Rubio said. “Following the global COVID-19 pandemic, we must encourage companies currently producing medical and pharmaceutical equipment abroad to relocate to the U.S. I am proud to once again join Congresswoman González-Colón to strengthen Puerto Rico’s vibrant pharmaceutical manufacturing potential.”

RUBIO REINTRODUCE LEY PARA REAVIVAR LA INDUSTRIA FARMACÉUTICA EN PUERTO RICO
Washington, D.C. — El senador estadounidense Marco Rubio (R-FL) presentó la Ley de Fabricación Médica, Desarrollo Económico y Sustentabilidad (MMEDS, por sus siglas en inglés). Esta legislación insta a las empresas que actualmente producen equipos médicos y farmacéuticos en el extranjero a trasladarse a EE.UU., esta ley también promulgará un crédito fiscal sobre los salarios y las instalaciones de fabricación farmacéutica elegibles en zonas económicamente afligidas, incluyendo a Puerto Rico.
El año pasado, el senador Rubio introdujo una legislación bipartidista para combatir el riesgo en la cadena de suministro de EE.UU. y la dependencia de nuestro país con China para productos farmacéuticos. Esa ley se basa en el plan que Rubio lanzó en febrero del 2020. En 2019, Rubio emitió un informe que detalla las vulnerabilidades críticas en la cadena de suministro médico de EE.UU., advirtiendo que “EE.UU. corre el riesgo de perder componentes importantes de su cadena de suministro médico a la industria respaldada por el gobierno de China”. En una columna de opinión, Rubio advirtió que cuando se trata de la amenaza que China representa para la industria de la salud de EE. UU., no podemos permitirnos ser complacientes.
La representante Jenniffer González-Colón (R-PR) se unió al senador Rubio para reintroducir la legislación complementaria en la Cámara de Representantes.
Rubio es miembro del Comité de Relaciones Exteriores del Senado.
“Nuestra nación ha aprendido por las malas lo que significa estar en deuda con la capacidad de fabricación de China, especialmente en nuestra industria médica”, Rubio dijo. “Tras la pandemia mundial de COVID-19, debemos alentar a las empresas que actualmente producen equipos médicos y farmacéuticos en el extranjero a que se trasladen a los Estados Unidos. Me enorgullece unirme una vez más a la congresista González-Colón para fortalecer el vibrante potencial de fabricación farmacéutica de Puerto Rico”.
“Con su infraestructura de manufactura de equipo y materiales médicos bien establecida y su fuerza laboral altamente capacitada, Puerto Rico está preparado para desempeñar un papel líder en la creación de una cadena de suministro nacional confiable, si se incentiva adecuadamente a los manufactureros para establecer operaciones en suelo americano”, la comisionada residente Jenniffer González Colón dijo. “Agradezco al senador Marco Rubio por continuar impulsando esta iniciativa de beneficio para todos los ciudadanos americanos”.
