On April 17, my colleagues and I introduced immigration legislation. It marked a first step toward achieving the strongest border security and enforcement measures in U.S. history, modernizing our legal immigration system to unleash strong economic growth and job creation, and dealing with our undocumented immigrant population in a tough, but fair way that is directly linked to achieving several security triggers.
While I believe this legislation will accomplish these things, I am also confident that an open and transparent process – one that engages every senator and the American people – will make it even better. I believe this kind of open debate is critical in helping the American people understand what’s in the bill, what it means for you and what it means for our future.
During my time in the Senate, many of you have written to me about your concerns with our immigration system. Today, I want to share this video with you in which I outline what this legislation sets out to do. And most importantly, I want to invite you to share your thoughts and submit your ideas below, on ways we can improve it.

no amnesty for people here illegally.
We do not need these people here drawing welfare, using medicade and we are educating their children for free if you call our public schools educating. Send them back to Mexico.

Senator: Deport every one of them and close all legal immigration. How long is our corrupt Government going to let terrorist into our country? This has got to stop! You Republicans don't get it. These people are not illegal aliens, they are unregistered Democrats. Dems have been buying their votes for years. I had this figured out 30 years ago. How did you guys miss it?

America First Policy:
1) In order for America to return to prosperity we must first change our premise that says government is the key to our success. Further we can longer afford to be dollar Patriots.
2) Instead we must recognize that government is a servant of the people. A partner to aid in social and economic development that can move to expand that development in a safe and productive environment.
A) In order to understand what steps need to be taken, we must understand where our nation’s economic status is at this point in time and its predicted course based on the political policies of our present governmental representatives. The U.S. is in economic malaise our government representative’s solutions are inadequate to say the least. Our economy moves from a bubble in one sector to another from DOT Com to Housing, Presently the only real bubble is the stock market as government money is being printed and fed into the markets. Our nation imports approximately 2.6 Trillion a year in goods and services every year and only exports approximately 800 billion to a Trillion depending on the demand and growth of the world economy. This transfer of wealth over the past 30 years has inhibited our ability to improve this nations standard of living to the point where the millennial generation for the first time in our nation’s history cannot expect to have a better standard of living than the previous generation .In the past thirty years we have transferred 30 trillion dollars of wealth to other countries and under present trade rules and condition will transfer another 16 Trillion dollars by 2020. This lowering of our standard of living and expectations for the future are reflected in the mediocrity of our leadership in the White House, Senate, Supreme Court and Congress One side wants to tax and spend and the other side wants to cut spending mostly by reducing social and welfare benefits to those who can least afford to do without the money. Both sides are simply playing to their respective political base without offering a solution to our economic or social issues. While the Supreme Court makes rulings based on Social trends and propaganda of special interest groups promoted through the popular media. The results of these political games are causing the slow but definite destruction of our national wealth and our distinct culture. This is evident by our own government projections, such as by the year 2020 our national debt will reach 23 Trillion dollars, Social Security will not have enough money to pay out benefits and Medicare will be completely without funds by 2015. Currently Budget deficits for the years of 2008 thru 2012 have averaged 1.4 Trillion per year, and 2013 is projected to be 1.3 Trillion dollars if Obama administration has its way. That will mean our National Debt will be over 22 Trillion Dollars by the end of 2016. The interest on our debt alone will be more per year than our present yearly defense budget. Welfare, Obama Care and Social Security will cost as much as the amount of revenue the Federal Government collected in 2012 two and half Trillion dollars. Unemployment is on course to remain over 7% through 2020 and with current growth rates 30 million will be chronically unemployed. There will be 100 million people living below the poverty line with 50% of those living in perpetual poverty. The U.S. will have by then fallen from first place to the third largest economy and rank third in military power. Our educational system is on course to become one of the lowest ranked systems in the world while costs are rising at unprecedented rates with the exception of post graduate schools. While all the time those who are employed work ever increasing hours for less compensation (the dollar lost 20% of its value since 2008). The average U.S. household saw their net worth reduced by $4,000.00 in 2012 and if you take into account the loss of home values from pre-two thousand eight levels the average loss of wealth of the average family in the U.S. is over $50,000.00.
B) We as a society find ourselves on the precipice of a great societal decision that is perhaps more important than those decisions that lead to the civil war in the U.S. However the basic concept is the same issue that faced the U.S. in the 19 Century. That issue which in both cases is the unscrupulous behavior of our governmental representatives and some in our business institutions. In the 19th Century this manifested itself in indentured servitude, child labor and slavery. The issue has in the 21st Century manifested itself in the use of undocumented workers, liberal immigration policies that constantly infuse our work force with unemployed people looking for employment or welfare. This constantly increases the amount of competition for jobs which keeps wages artificially low and unemployment artificially high. Coupling this strategy by the ruling class with companies outsourcing there manufacturing to China and other developing countries where wages are a fraction of U.S. labor costs. This policy results in downward pressure on wages in the U.S. and other industrialized nations. The manipulation of the weak by those in power to achieve a profit that could not be achieved in a fair and equitable manner has been a staple of the economic elite and politically connected. In making this statement I do not believe a civil war will solve any of these issues. More over I do not believe the action of War resolved these issues in the 19TH Century. It is commonly known that industrialization and technology made the labor manipulations of the 19TH Century economically untenable. There is an old saying that states: You cannot help someone else if you are not capable of helping yourself: Following this line of reasoning we as a nation must again make ourselves successful before we can help other nations be successful. Therefore I propose a combination of Immigration and other reforms that would base the number and type of immigrant allowed into the country to be based entirely on this nation’s interest. If this nation has a shortage of Medical Doctors for example then we would allow a certain number of qualified Medical Doctors to immigrate into this country. The laws would be changed to stop all other immigration. The laws would be enforced on undocumented workers and the children of undocumented people would no longer be citizens simply because they were born in this country. The law says you cannot benefit legally from an illegal action. Therefore the illegal act of coming to this country without documentation nullifies the citizenship of those persons off spring. Undocumented persons nor there off spring should have access to public education, healthcare or any social welfare publicly funded so as not to incur an undue burden on the tax payer. Additionally I would propose our antitrust laws be enforced and reformed to prevent a too big to fail issue from arising again. Companies that design in the U.S, computers, phones and pads that are considered high tech items are actually assembled by hand. These companies and indeed all manufactory companies would be induced to use more automation in the manufacturing process and produce their products in the U.S. Robotic technology and low energy costs should produce high quality goods at lower costs. This would move our nation closer to the average person receiving a living wage for a 30 hour work week. In moving to a 30 hour work week families and or parents would have more time to be involved in the lives of their children and or family members. Before industrialization families lived together as an extended unit the children lived and worked together with their parents and parents could spend time with their children. This would give that opportunity to parents again or give others more time to pursue other endeavors in their lives.
3) Solutions:
C) We must start with a basic mindset that we as a people want to improve the standard of living for all the U.S. citizens. To that end we must first have economic development based on production of goods and services. History tells us for a society to flourish it requires cheap and abundant energy, free people living and working in free open markets. The U.S. has abundant inexpensive energy resources that could be developed with modern technology already being used in other countries. Reduction of carbon emissions of fossil fuels can be achieved economically, through a process of creating new and better products to enhance the standard of living of the average citizen. Examples of these technologies are the German stable catalyst that removes carbon and produces high quality new high temperature grease and the use high temperature optical magnifiers that use sunlight to reduce carbon and remove impurities from brown coal so that it may be burned in coal fire plants. We can open Federal Lands to oil and Gas leases, reduce cost of permitting from 2 million dollars a well to under a hundred thousand and reduce permitting time from one year or more to less than thirty days. Place a price support on oil to prevent it from dropping below thirty five dollars a barrel. This would have the U.S. energy independent in four to six years and the average price of gas approximately $1.25 per gallon. With coal, Natural Gas and nuclear power plants development moved forward in a similar manner our nation would indeed have cheap abundant energy. With this basic need acquired the U.S would have a competitive advantage in manufacturing, business development and energy security unique in the world. Working with business and unions the U.S. economy could easily create 25 to 30 million new jobs in the U.S during this same period. This high demand for employment would create higher wages for all those employed increasing their standard of living. In doing this our G.D.P. should increase to approximately 30 Trillion by the year 2020. Our debt to GDP ratio would be proportional to where it was when Obama took office.
D) The next hurtle would be to keep taxes relatively low in order to maximize revenues to the Federal Government. When revenues are maximized the government revenues are between 18 and 20 percent of G.D.P. That means the government would take in between 5.4 Trillion and 6 Trillion a year, for the purpose of this plan 5.7 Trillion a year would be a good estimate and is well within historical data information on revenue. However revenue in and of itself without intelligent spending budgets will only serve to corrupt our system even more than it is today. Therefore I would propose the following budget. Social Security currently pays approximately 59 million people a draw of Social Security and each recipient receives an average check of around a thousand dollars or approximately 590 billion a year, by 2020 there will be approximately 70 million on Social Security. Older people who have retired in the 1990’s and people of low income draw a very small check of between $400.00 and $1,000.00 a month . This is such a small amount people who have worked hard all their lives cannot afford to survive. This I feel is a National Shame and a disgrace of a civilized society that it would treat those in their senior years in this manner. I would propose a minimum of 2 thousand a month check and a means test for those that have other retirement or net worth that exceeds five thousand a month in outside income would draw a reduced amount down to zero. Further for the working non professionals I would reduce full retirement age to 62 years old and for professional people working in their field age 68 for full retirement. This would make Social Security budget be 1.4 Trillion a year and additional 1 Trillion for Medicare, Medicaid. Social Welfare programs ,food stamps, housing, Obama Care and other costs would be at all time low proportional to present day in that full employment and living wages would reduce numbers on assistance. That budget should be reduced to around 400 billion per year. Our military Budget would need to reflect the realities of the 21 century. In 2020 the world will be a much more dangerous place Terra Hertz technology developed in 2012 in California will have spread throughout the world. Increased computing capacity and low cost technology will be a force multiplier for many nations allowing for more locally controlled geographical spheres of dominance. Therefore our foreign policy would require a change to a policy of total inhalation of an enemy by any means possible if attacked. To maintain our military equality we would need stop all nation building policies. Keeping, building and maintaining a first rate force consisting pulse driven stealth drone fighters, pulse driven stealth drone bombers and drone robotic field soldiers. A missile shield and a 21ST Century integrated Navy, Marines, Air Force and Army I would think would require a budget of 1 Trillion a year for military spending. This would give us the capability to quickly degrade any enemy force on the planet with conventional weapons beyond their ability to recover or maintain a cohesive fighting force.
E) To this point total expenditures are 3.8 Trillion dollars. Assuming a healthy economy and an interest rate of 5%, the interest payment on the Bush, Obama national debt would be 650 billion dollars bringing expenditures to 4.45 Trillion dollars. Education would need to be reformed in a major way. Currently we spend approximately 15 thousand per child per year through the twelfth grade. I would propose to introduce a new system of education that would be more applicable to the 21 century. This system would allow students mentally able and mature enough to work independently half of the week in virtual interactive classes. This would keep costs down and improve education while allowing for social interaction. Further I would extend this for technical school and university where a two year technical or four year university would be covered under public education as one thru twelve currently are. Additionally for those who showed the aptitude and wanted to pursue their career as a medical doctor or other P.H.D. field of study in high demand the government would pay the expenses for schooling in return for working in their field for predetermined amount of time in public hospitals or institutions in order to reduce Health Care or research costs in their respective fields. Cost 300 billion dollars. Research, grants, infrastructure and government 200 billion dollars this would bring my total budget to 4.95 Trillion. An additional 650 billion could go to pay down the debt, bringing total expenditures to 5.6 Trillion dollars with a hundred billion put into a rainy day fund. To cover overruns or an emergency situation. I would change the mind set in government to one of optimizing financial departmental operations by removing base line budgeting and replace it with bottom line estimates based on actual audited costs. This should result in a 10% overall cost savings or 560 billion dollars at best. Even a 1% savings would result in a 56 billion dollar savings each year. The tax rates would require adjustments up or down to achieve a twenty percent of GDP revenue in 2021 to achieve a 6 trillion dollar revenue stream enabling a 1 trillion dollar pay down on the debt. After ten years the debt to GDP ratio would be so low paying it down would no longer be a priority. And a trillion dollars a year could go into research for new technologies as by this time 2030 computers will have surpassed the sum computing power of the human race. This would make means of propulsion, medicine, and the sciences all open to revolutionary changes. We can have a bright future but it will require a new perception and a national will to accept success. This sounds easy, however it will be anything but easy and will require more than simple hard work.

You have a difficult situation to deal with. I don't envy you. How I would handle it is to push the law that anyone hiring an illegal will be put in prison for years. No excuses. Hire an illegal and you go to prison. Now, prisons are overcrowded so yes you buld bigger, better prisons and enforce the laws. Good luck.

NO! NO! NO! NO AMNESTY!!!! Period! Secure the borders, stop giving welfare to illegal immigrants, let the Border Patrol & ICE do their jobs and work with the border States to help with securing the borders rather then suing them for wanting to enforce the immigration laws already on the books. This is the worst Administration that I've ever seen before!! Where has America gone? It's being given away to other countries! Stand firm against Amnesty!!!
