As the Biden Administration and Democrats in Congress continue to push for concessions to the criminal dictatorship in Cuba, U.S. Senators Marco Rubio (R-FL), Jim Risch (R-ID), and Rick Scott (R-FL) sent a letter to President Joe Biden warning against a return to the United States’ failed Obama-era policy of engagement with Cuba.

“The experience of the Obama Administration has shown that one-sided concessions only further contribute to the dismal human rights situation on the island…. At no point during the Obama Administration did the [Cuban] regime make efforts to respect the freedom of expression, hold free and fair elections, or undo its egregious forced labor programs for medical professionals…”

“In recognition of the Castro/Díaz-Canel regime’s blatant human rights abuses, on January 18, 2018, the United States barred U.S. persons from engaging in direct financial transactions with entities and sub-entities under the control of, or acting on behalf of, the regime’s military, intelligence and security services. Delisting companies from the Restricted Entity List, or discarding the list entirely…will be seen as rewarding the regime for its oppression of peaceful demonstrators, including minors, and demoralize those who continue to fight for freedom on the island.”

“At the start of your presidency, your administration announced a foreign policy ‘that is centered on the defense of democracy and the protection of human rights.’ On December 9, 2022, you pledged to ‘continue holding accountable Cuban officials responsible for violence against peaceful protests.’ The American and Cuban people yearning for the respect of human rights on the island expect you to live up to these promises.”

- “La experiencia de la Administración Obama ha demostrado que las concesiones unilaterales sólo contribuyen aún más a la pésima situación de los derechos humanos en la isla…. En ningún momento durante la administración de Obama el régimen [cubano] hizo esfuerzos para respetar la libertad de expresión, celebrar elecciones libres y justas, o deshacer sus atroces programas de trabajos forzados para profesionales médicos…”.
- “En reconocimiento de los flagrantes abusos a los derechos humanos del régimen de Castro/Díaz-Canel, el 18 de enero del 2018, EE.UU. le prohibió a los norteamericanos participar en transacciones financieras directas con entidades y subentidades bajo el control de, o actuando en nombre de los servicios militares, de inteligencia y de seguridad del régimen. Excluir a empresas de la Lista de Entidades Restringidas, o descartar la lista por completo… será visto como una recompensa al régimen por su opresión de los manifestantes pacíficos, incluyendo menores de edad, y desmoraliza a quienes continúan luchando por la libertad en la isla”.
- “Al inicio de su presidencia, su administración anunció una política exterior ‘centrada en la defensa de la democracia y la protección de los derechos humanos’. El 9 de diciembre del 2022, usted se comprometió a ‘seguir responsabilizando a los funcionarios cubanos por la violencia contra protestas pacíficas’. Los pueblos de EE.UU. y de Cuba que anhelan el respeto de DD.HH. en la isla esperan que usted cumpla con estas promesas”.
