Washington, D.C. — U.S. Senators Marco Rubio (R-FL) and John Kennedy (R-LA) introduced the Preventing Usurpation of Power and Privileges by Extralegal Territories’ Sedition (PUPPETS) Act. The legislation would sanction any individuals that assist in establishing puppet governments in Ukraine. Specifically, it would designate the Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR), as well as any other entity claiming sovereignty over parts of Ukraine, as Foreign Terrorist Organizations (FTOs). Additionally, the bill would designate any foreign government that recognizes these entities or provides materials support for them as State Sponsors of Terrorism (SSOT). 
 
Companion legislation was introduced by Congressman Carlos Giménez (R-FL) in the U.S. House of Representatives.  
 
“The world will become a very scary place if we allow thugs like Putin to invade sovereign nations without severe consequence,” Rubio said. “We must be clear and unyielding in our support for the Ukrainian people’s fight against a merciless tyrant, and that begins with calling his actions for what they are — an act of terrorism. Any participants in or supporters of this evil scheme should be prepared to face the consequences.”  
 
“Putin isn’t waging his war of aggression alone,” Kennedy said. “Those who join in his terrorism should also bear its consequences — personally and politically. Russia’s war is one of terror, and America won’t tolerate it or excuse its co-conspirators.”
 
“Putin’s antics of fomenting political instability through proxy militias and puppet governments is textbook terrorism,” Giménez said. “It’s time for the United States to put a stop to Putin’s crony separatist groups from undermining Ukraine’s sovereignty and delegitimizing the Ukrainian people. I’m proud to stand with Florida Senator Marco Rubio in introducing this legislation to put an end to Putin’s acts of terrorism.”
 
Rubio is the Vice Chairman of the Senate Select Committee on Intelligence and a senior member of the Senate Committee on Foreign Relations. 
 
Specifically, the PUPPETS Act would: 

1. Designate certain entities as Foreign Terrorist Organizations (FTOs) pursuant to Section 219 of the Immigration and Nationality Act and Executive Order 13224. This blocks property and prohibits transactions with these entities and their members, as well as adds all their members to the Terrorist Exclusion list, which prevents their entry into the U.S.
   1. The entities to be designated as FTOs include the Donetsk People’s Republic (DPR), the Luhansk People’s Republic (LPR), and any entity claiming to be the government of any other region of Ukraine that is not the government elected in Ukraine’s most recent national and local elections. 
      1.                                                i.          Any government that is found by the Secretary of State to have recognized or assisted the DPR, LPR, or other Russian puppet government in Ukraine is designated as a State Sponsor of Terrorism (SSOT), and barred from receiving U.S. foreign assistance. 
2. Require U.S. flagged aircraft and ships from taking any action that would imply recognition of sovereignty for these entities. 

Washington, D.C. — Los senadores estadounidenses Marco Rubio (R-FL) y John Kennedy (R-LA) presentaron la legislación PUPPETS Act. El proyecto de ley busca sancionar a cualquier persona que ayude a establecer un gobierno títere e ilegítimo en Ucrania. Específicamente, el proyecto de ley designaría a la República Popular de Donetsk y la República Popular de Lugansk — así como a cualquier otra entidad que reclame soberanía sobre partes de Ucrania — como Organizaciones Terroristas Extranjeras (FTO, por sus siglas en inglés). Además, la legislación también designaría a cualquier gobierno extranjero que reconozca a estas entidades o les brinde apoyo material como Patrocinadores Estatales del Terrorismo (SSOT, por sus siglas en inglés).
 
La legislación complementaria fue presentada por el congresista Carlos Giménez (R-FL) en la Cámara de Representantes.
 
“El mundo se convertirá en un lugar muy aterrador si permitimos que matones como Putin invadan naciones soberanas sin que haya consecuencias graves”, Rubio dijo. “Debemos ser claros e inflexibles en nuestro apoyo a la lucha del pueblo ucraniano contra un tirano despiadado, y eso comienza por llamar las acciones de Putin por lo que son: un acto de terrorismo. Cualquier persona que participe o sea partidario de este esquema malvado, debe estar preparado para enfrentar las consecuencias”.
 
“Putin no está librando su guerra de agresión sólo”, Kennedy dijo. “Aquellos que se unen a su terrorismo también deben asumir las consecuencias — personal y políticamente. La guerra de Rusia es una guerra de terror, y Estados Unidos no la tolerará ni excusará a sus cómplices”.
 
“Las tácticas de Putin de fomentar la inestabilidad política a través de milicias y regímenes ilegítimos es un clásico ejemplo del terrorismo”, Giménez dijo. “Es tiempo para que los Estados Unidos pare a estos regímenes títeres y separatistas controlados por Putin – aquellos grupos que están socavando la soberanía de Ucrania y deslegitimizando al pueblo ucraniano. Estoy orgulloso de unirme con el Senador de la Florida Marco Rubio para presentar esta legislación que pondrá un fin a los actos terroristas de Putin”.
 
Rubio es vicepresidente del Comité Selecto de Inteligencia del Senado, miembro del Comité de Asignaciones del Senado y miembro del Comité de Relaciones Exteriores del Senado.
