English/Español: Rubio, Menendez Introduce Bill to Enhance U.S. Engagement in Our Region
Washington, D.C. — U.S. Senators Marco Rubio (R-FL) and Bob Menendez (D-NJ) introduced the Western Hemisphere Security Strategy Act of 2022. This bill seeks to enhance U.S. engagement with the region at a time when the destabilizing impact of authoritarian regimes, and transnational criminal organizations, in addition to the malign activities of state actors like China and Russia, pose risks to U.S. national security. The bipartisan bill would propose an increase in bilateral and multilateral security cooperation in Latin America and the Caribbean, as well as a push to disrupt and counter illicit narcotics trafficking.
“There is no greater threat in our region than the growing meddling of Russia and China in Latin America and the Caribbean,” Rubio said. “The United States must be a reliable leader and partner to like-minded countries in our region. This bipartisan bill seeks to foster and improve our security cooperation with democracies in our hemisphere as well as facilitate trade in order to deter malign actors from coercing countries in our own backyard.”
“Democracies in the Western Hemisphere are resilient and united in facing the security challenges posed by the destabilizing impacts of dictatorships and the malign influence of foreign states. It is imperative for the United States to be strategic and proactive in strengthening security partnerships with democracies throughout the Americas,” Menendez said. “This bill recognizes the geopolitical significance of Latin America and the Caribbean and ensures that the Secretary of State and Secretary of Defense are engaging with our partner countries in the region to advance the vital national interests of the United States.”
Rubio is the Ranking Member of the Foreign Relations Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights, and Global Women’s Issues.
Menendez is the Chairman of the Senate Committee on Foreign Relations.

Esta legislación busca mejorar el compromiso de EE.UU. con nuestra región en un momento en que el impacto desestabilizador de los regímenes autoritarios y organizaciones criminales transnacionales–además de las actividades malignas de actores estatales como China y Rusia–presentan riesgos para la seguridad nacional de EE.UU. El proyecto de ley bipartidista propondría un aumento en la cooperación de seguridad bilateral y multilateral en Latinoamérica y el Caribe, así como un impulso para interrumpir y contrarrestar el tráfico ilícito de narcóticos.
“No hay mayor amenaza en nuestra región que la creciente intromisión de Rusia y China en latinoamérica y el Caribe”, Rubio dijo. “EE.UU. debe ser un líder confiable y un socio para países afines en nuestra región. Este proyecto de ley bipartidista busca fomentar y mejorar nuestra cooperación de seguridad con las democracias en nuestro hemisferio, así como facilitar el comercio para disuadir a actores malignos de coaccionar a los países en nuestro propio hemisferio”.

Rubio es el Miembro de Más Alto Rango del Subcomité sobre Hemisferio Occidental, Crimen Transnacional, Seguridad Civil, Democracia, DDHH y Asuntos Globales de la Mujer.
Menendez es el presidente del Comité de Relaciones Exteriores del Senado.
